Regulatory Context (ICH Q10 / ISO 7870):
Statistical Process Control is a critical element of the Pharmaceutical Quality System (PQS) under ICH Q10. The FDA's 2011 Process Validation Guidance highlights the use of SPC to measure and maintain process control. Control Limits reflect process variation ($\pm 3\sigma$) and must not be confused with Specification Limits (USL/LSL), which reflect product design criteria.
